The Land Transport Authority (LTA) said on Jan 15 that the first civil contract for the extension of the Downtown Line (DTL) – which would extend beyond Bukit Panjang MRT station to a new interchange station on the North-South Line (NSL) – has been awarded.

Contract 991 – Design and Construction of Tunnels for Downtown Line 2 Extension and Associated Additions & Alterations Works to Gali Batu Depot
The civil contract (Contract 991) for the design and construction of tunnels between DE1 station and DE2 station on the DTL2 extension (DTL2e) has been awarded to the joint venture between Woh Hup Engineering and Underground Technology Engineering Construction.
LTA said the contract, valued at around $326 million, would include the construction of two mainline tunnels and a tunnel that connects to the Gali Batu train depot, as well as associated additions and alterations works within the depot.
Woh Hup Engineering Pte Ltd specialises in infrastructural and building projects. The Singapore-registered construction company is currently involved in the design and construction of several Cross Island Line (CRL) projects.
These CRL projects include the design and construction of the CRL Punggol interchange station and tunnels for the CRL Punggol extension (CPe), as well as Loyang station and tunnels under CRL Phase 1 (CRL1).
In addition, Underground Technology Engineering Construction Pte Ltd is also experienced in tunnelling works and is currently involved in the construction of tunnels between Aviation Park station and Changi East train depot on the CRL1.
Construction works are expected to begin by the second quarter of 2026, and passenger service for the DTL2e is slated to commence in 2035.
During the construction, LTA and the contractor would maintain regular contact with residents and stakeholders, and provide regular updates on the progress of the works via circulars, flyers, newsletters, face-to-face engagement, social media, and community activities.

As part of this civil contract, LTA said that three bored tunnels, each approximately 1km long at a depth of up to 21m, will be designed and constructed beneath Sungei Kadut Avenue, Sungei Kadut Way, and Woodlands Road.
These tunnels would be built in close proximity to the NSL and existing infrastructure, such as Sungei Pang Sua and Pang Sua Canal, said LTA, adding that a cut-and-cover tunnel will be built at Gali Batu train depot as part of a new depot reception track.
LTA said real-time monitoring and safety measures will be implemented during tunnelling, with the authority and contractor taking necessary mitigation measures to ensure ground stability, safe construction, and minimise impact on nearby stakeholders and infrastructure.
The authority also carried out a comprehensive environmental impact assessment and would take all necessary mitigation measures outlined in the Environmental Monitoring and Management Plan.
“LTA and the contractor will also continue to engage the various stakeholders, including nature groups, during the construction works,” it added.
