JRL opening delayed by 6 months to mid-2028; new station to be added in Tengah

The opening of the Jurong Region Line (JRL) will be delayed by six months to mid-2028, from the initial timeline of end-2027, Acting Minister for Transport Jeffrey Siow said on Mar 4.

Speaking in parliament during the budget debate for the Ministry of Transport (MOT), Mr Siow added that a new JRL station would be added in Tengah, opening in the mid-2030s.

Mr Siow said: “Unfortunately, due to construction delays and testing, the opening of the JRL will be held back by about six months, to mid-2028.

“I know some of my residents, who have already moved into Tengah, will be disappointed. We will do our best to complete the works as soon as possible.”

The Land Transport Authority (LTA) said its contractors have made steady progress on the JRL construction, including working through the challenges of construction in already built-up areas where works have to take place beside live roads and residential developments.

It has been working closely with contractors to deploy additional manpower and equipment to accelerate JRL works. However, LTA added that more time was required to complete certain complex works safely, and it could not recover all the earlier delays due to the pandemic.

For example, construction of the JRL viaduct above the Pan-Island Expressway (PIE) could only be carried out during overnight road closures on designated nights to ensure the safety of road users.

Construction of another JRL viaduct over a 25m-wide canal also took longer than initially planned, as contractors had to implement more comprehensive ground reinforcement measures than originally planned to ensure structural stability.

Interim shuttle bus services will be introduced in end-2027 to improve connectivity in the areas to be served by JRL Stage 1. More details on these services will be announced when ready, said LTA.

LTA added that it would provide updates on the opening dates for JRL Stages 2 and 3 – originally scheduled for opening in 2028 and 2029 respectively – as works progress.

A new JS2A station will be added to the JRL, bringing the total number of JRL stations to 25.

LTA said the JS2A station, situated between JS2 and JS3 stations, will serve future commuter demand in the Forest Hill District of the Tengah area.

Civil construction works for the new JS2A station structure are underway, and the station is targeted to open in the mid-2030s, in tandem with the completion of future developments surrounding the station.

More details will be announced when ready, said LTA.
