LTA Awards Contract for Punggol MRT Station of the Cross Island Line, Constructions Begin in 1H 2023

Construction works for Punggol MRT station under the Punggol Extension of the Cross Island Line (CRL) will begin in the first half of next year, the Land Transport Authority (LTA) announced in a news release on Monday (Dec 5).

In addition to the civil contract awarded for the CRL Punggol Extension (CPe), the LTA has also awarded the contract for the design and construction of a bored tunnel for a section under CRL Phase 2 (CRL2).

Civil Contracts Awarded for the Cross Island Line

Singaporean construction firm Woh Hup Pte Ltd has been awarded the civil contract (P105) valued at around $496 million for the design and construction of the Punggol MRT station for the CRL Punggol Extension.

“Woh Hup Pte Ltd is one of Singapore’s established construction and civil engineering specialists, with a strong track record of undertaking infrastructure and building projects locally and abroad,” said the LTA.

It added that the company is currently involved in constructing Tanjong Katong and Bayshore MRT stations for the Thomson-East Coast Line (TEL), Loyang MRT station of the CRL and the Kim Chuan Depot (KCD) Extension.

The company has also recently completed the Woodlands South MRT station for the TEL.

“Traffic and utilities diversions to facilitate the construction works will be carried out in phases to minimise inconvenience to residents and motorists.”

This will upgrade the status of Punggol MRT station to become another triple-line interchange station, along with the currently-opened Dhoby Ghaut, Outram Park and Marina Bay MRT stations.

“The works will also include addition & alteration works to the existing NEL (North East Line) Punggol station to allow seamless transfer and enhance connectivity between NEL, LRT and the new CPe station.”

A two-company consortium, comprising Japanese firm Obayashi Corporation and Chinese firm Shanghai Tunnel Engineering Co (Singapore) Pte Ltd, has been awarded a civil contract (CR202) valued at around $758 million.

The contract involves the design and construction of the bored tunnel between Fairways Drive and Sin Ming Walk for CRL Phase 2 (CRL2).

“Obayashi Corporation and Shanghai Tunnel Engineering Co (Singapore) Pte Ltd have a strong track record of providing design-and-build construction services which include rail stations and tunnels locally and abroad,” said the LTA.

It added that Obayashi Corporation was previously involved in Dhoby Ghaut MRT station along the NEL, while Shanghai Tunnel Engineering Co (Singapore) Pte Ltd is currently constructing Katong Park and Bayshore MRT stations along the TEL and has completed the TEL Shenton Way MRT station.

LTA mentioned that a “large-diameter slurry Tunnel Boring Machine (TBM), measuring about 12 metres in diameter” will be used to construct the tunnel of a length of 5 kilometres with two train tracks.

It also highlighted that a 2-kilometre stretch of the bored tunnel will cross under the Central Catchment Nature Reserve (CCNR) at a depth of 70 metres below ground level, “deeper than the usual 20-30 metres”.

“LTA had earlier carried out a comprehensive Environmental Impact Assessment and will implement all the necessary mitigation measures outlined in the Environmental Monitoring and Management Plan.

“LTA and the contractor will also continue to engage various stakeholders including the nature groups during the construction works.”

Shorter Travelling Time with the Cross Island Line

Commuters can expect the 7.3-kilometre-long CPe to reduce travelling times from Punggol Central to Pasir Ris, from 40 minutes to 15 minutes. LTA also estimated that it would take 20 minutes to travel from Punggol East to Loyang Industrial Area, from the 45 minutes travelling time of today.

The CRL would be Singapore’s eighth MRT line, connecting the country’s major hubs such as Jurong Lake District, Punggol Digital District and Changi. When fully completed, it will serve existing and future developments in the eastern, north-eastern and western corridors.

“More than 40,000 households are expected to benefit from the CPe.”

The CPe is targeted to commence passenger service in 2032.
