SBS Transit, French firm RATP Dev wins contract to operate Jurong Region Line

The joint venture between SBS Transit Rail and RATP Dev Asia Pacific has won the contract to operate the upcoming Jurong Region Line (JRL), making it Singapore’s first foreign operator to be involved in the rail industry, the Land Transport Authority (LTA) said on Thursday (Nov 28).

RATP Dev Asia Pacific Pte. Ltd. is a subsidiary of the French public transport operator RATP Developpement S.A.

LTA awarded the SBS Transit Rail and RATP Dev Asia Pacific joint venture (SRJV) on Thursday the contract to operate the upcoming JRL for nine years, with an option for LTA to extend the licence for two more years.

The service fee, as quoted by SRJV, is approximately S$750 million for an 11-year period, which was 8 per cent lower than the other bid placed by SMRT Trains.

Tender submissions were evaluated based on a two-envelope process, which first looked at the quality of proposals for “fair and independent evaluation” and then followed by price factors to “ensure value-for-money”.

LTA said: “Both tenderers submitted strong quality proposals which demonstrated their ability to operate and maintain the JRL while bringing added value to commuters and enhanced resilience for the rail industry.

“Tenderers also committed to more placemaking initiatives and community engagement efforts.”

The partnership, also named Singapore One Rail (SOR), has “committed to use the experience of RATP Dev to build local capabilities in rail operations and maintenance”.

The JRL will be Singapore’s seventh MRT line, comprising 24 stations and one depot in the western part of Singapore, and is slated to open in phases from 2027.

Separately, LTA said it has decided not to award the contract to operate Cross Island Line (CRL) as it “assessed that the tenderers’ proposals have not adequately reflected the uncertainties of operating the line” when CRL opens in 2030.

“LTA will select the CRL operator at a later juncture. LTA thanks SMRT Trains and SRJV for their bids for the CRL,” it added.
